The people around you are the first people you add to your network, from there you could get refferals and recommendations.
It's important to note for any business setting that:
"The easiest customer to sell to is a satisfied customer and the easier customer to sell to is a refferal from a satisfied customer."
Leverage on technology - social media platforms.
Look around you, everybody now a days uses a digital device and majority of these users are on social media.
Find the right social media platform that will get your brand message accross and build a community in it by offering some value, then it will be easy to go to the next.

Volunteering - You gain professional experience from volunteering and you get to build rapport and trust
Building strong professional relationship
Nurture characteristics like being genuine, honest, sincere, be approachable, learn active listening, show interest and engage in meaningful conversations
Note that relationships are of mutual benefit. Look at what you can benefit from the network and what you have to give.

Introverts generally don't do much talking, if you think you're an introvert you could practice networking in smaller groups, setting small achievable goals and feel free to take a break.
Fear of rejection.
Do not be afraid to fail in public
